Institutional Development

Within the Institutional Development and Networking Thematic Area, AYWD have implemented these interventions

Institutional Capacity Building and Resource Mobilization

It is a management principle that “Structure follows Strategy”. AYWD shall continually assess its institutional capacity to effectively implement the planned programmes over the medium term and appropriately re-align its structure and capacity accordingly.

AYWD shall ensure that it has adequate human resource capacity in place through provision of targeted short-term skills training to its staff and recruitment of additional staff in response to program implementation needs.

AYWD has in place institutional structures, strategies, systems, staffing capacity, governance and management practices that can enhance its programming, implementation and monitoring capacities.  Transparency and accountability shall be exhibited as a key value of AYWD both within itself and with respect to how it deals with other partners in carrying out its mission to “contribute to improved livelihoods of the rural poor and disadvantaged communities”

Promotion of an environment of transparency and accountability in the implementation of AYWD’s activities is therefore a key critical success factor that must be put into context in putting in place interventions for enhancing the institutional capacity.

Establishment of a sustainable and diversified financial base is also a key long term critical success factor that has also been considered against the current background of AYWD which currently gets its financial resources from development partners.

AYWD has progressively embarked on the road to financial self-sustainability through acquisition of its own premises for its headquarters and Wakiso field office. Development of these properties to house its offices and operations also provide rentable space as a strategy to cover its own operational budget requirements is a laudable initiative in this direction.

Annual financial audits have been carried out and the financial results and positions regularly reported in its Annual Reports.

AYWD needs to identify and align the planned programmes to the financing priorities of its various development partners to appeal to them for their commitments in larger measures to actualize the scaling up of most of its programmes as documented above.

A number of strategies have been developed to guide the formulation of interventions for addressing the key strategic objective of Institutional Development and Management, to be undertaken in the medium term. These include the following;

  • Strengthening human resource capacity development to match with the requirements of the expanding regulatory mandate;
  • Strengthening institutional governance and management systems, policies, procedures and guidelines; and,
  • Sustaining institutional resource management, performance management and accountability.

Networking and Collaboration

The lifeblood of any institution is about communication, collaboration and networking. AYWD will network with communities, district technical and political leadership, NGOs both local and international and development partners to lobby and advocate primarily for resource mobilization to finance the various programs that are to be implemented. In addition, AYWD will lobby and advocate for the rights of the vulnerable persons such as pupils from poor homesteads, schools that are in very sorry state, the elderly, Persons with Disabilities and will continuously work for improvement of mankind.
